在发达国家 1、In the developed world, the internet is now ubiquitous. The issue is no longer whether politics is online, but in what form and with what consequences? Even in the developing world, the internet is diffusing at a breathtaking rate. My aim in this book is to provide a clear, accessible, and comprehensive overview of the politics of the internet——one that synthesizes the best contemporary scholarly research rather than the hype and speculation that bedevils both mainstream media coverage and the think tanks, corporations, and self-appointed experts. The overriding question driving my account is this: is the internet ,by reconfiguring the relations between states and between citizens and states, causing fundamental shifts in patterns of governance? Put more bluntly, is the internet changing how we do politics and how we think about politics? To address these problems, I focus on key contemporary debates about the role and influence of the internet and related technologies on the values, processes, and outcomes of public bureaucracies.
