Freedom of speech, also known as freedom of expression, is an expression of the right of a person to communicate his opinion, beliefs and ideas without the fear of being punished, censored or restricted. It is a fundamental human right protected by laws and international human rights instruments in different countries around the world.

Freedom of speech includes the right to express opinions, ideas, information and thoughts without interference from the government, including through various means such as books, publications, radio, television, film, social media or other forms of communication. It also includes the right to remain silent or choose not to answer questions.

In many countries, freedom of speech is limited by laws and regulations on the basis of various grounds, such as national security, public order, public morality and the protection of the rights and reputations of others; and on the grounds of criminalizing certain forms of expression such as hate speech, libel and slander.

The concept of freedom of speech also covers the right to access information, the right to access and contribute to public debate, the right to form and join associations, and the right to receive and impart information and ideas without interference by public authorities and regardless of frontiers. The right has been recognized in many international covenants, including the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights.
